Open Question: Why is Texas so dirty?

I just came back from my first trip to Texas after visiting relatives in Midland and was appalled by almost everything. All the rest stops, restaurants, and parks were completely filthy. We stopped at a restaurant in near Dallas but we left because the air smelled like sewage.
